Redesign from an old oc i have from 2019

I try to make her look like she has water features and her hair soppused to be moving like how princess celestia have but it looks i failed to make it look like water so idk anymore.

She has 4 arms, just wanted to let you guys know.

Edit: i decided to add her a halo. And she has wings but she can hide it
